Gulsanna Mamadiieva

Gulsanna Mamediieva is an Adjunct Professor at the McCourt School of Public Policy at Georgetown University and an affiliate with the Better Government Lab. She is a tech policy and digital government professional with extensive experience implementing large-scale multistakeholder projects and digital products, enhancing public sector innovations, and shaping tech policy and law. She has a proven track record in leading complex policy reforms and digital government projects in fragile environments. As a Director General at the Ministry of Digital Transformation of Ukraine from 2019 to 2023, she led strategic planning and international cooperation focusing on the EU and NATO. Initiating Ukraine`s integration process into the EU Digital Single Market, Gulsanna and her team launched the development and implementation of the National Digital Strategy. This is the fundament of the rapid digital transformation of Ukraine and the development of the groundbreaking and award-winning state super app Diia that connects 20+ million Ukrainians with digital documents and government online services, distinguishing Ukraine as a world leader in e-government innovation. Diia has been proven a valuable and secure asset that enabled Ukraine to continue its civilian government operation during Russia's full-scale invasion of Ukraine in 2022. Mamediieva is passionate about leading complex projects that foster DEI, bring women into tech, and leverage data, and disruptive technologies to strengthen democracy and participation.
